Is it true that regular hair cuts will make your hair grow faster? Ive hear a lot of arguments for and against.
And is there any way to promote hair growth? My hairs always grow extremely slowly...I just want it really long which will take years at its current rate

So long story short, just keeps the dead ends off because if not, they will work their way up the hair shaft and cause the hair to break more and use moisturizers or oils on your hair, shampoo atleast every two weeks (you don't need to shampoo everyday, it strips the natural oils from your hair and cause it to break more), and does use a lot of heat on you hair. If you blow dry your hair alot, you can to wrap your hair and sit under a hood dryer. This not only for black girls, white girls can get wraps too and they turn out beautifully. Trust me I know!!! Ya i think it does.. I had really long hair.. And i kept on cutting it and then it just grew faster and faster.. now it grows really fast like more then 10 inches in a year.. and its really thick ...

No, it doesn't grow faster or thicker. You're hair growth depends on your inherited genes. Some people's hair will only grow short and take ages to grow and others tend to grow very fast. You're stuck with your dilemma I'm afraid!
