Does constant hair cutting ruin hair?

I'm a guy, my hair grows real fast and I always get like a regular haircut (short basic fades). It tends to feel really dry and too prickly when it starts growing again. I also noticed that when I let my hair grow out longer, and then I get a haircut, it seems softer and fuller. How can I maintain soft, nice feeling hair (like when a girl likes to play with it)?
